How much does it usually cost to fix a fan belt, timing belt, and pully tensioner on a 99' Ford Escort ZX2?

I took my car to a small time car repair man because my fan belt had come off, I also wanted to have my timing belt replaced. He took about 1and 1/2 weeks to do the repairs and came up with a bill of $531.58.
