How hard is it to replace a timing belt on a Hyundai Elantra?

I want to buy this car. It costs $500 and is from '99 but the timing belt is broke and I don't know if I should buy this car because I'm worried that it will be too hard to replace the belt myself or cost too much to have a mechanic do it. So the bigger question is this:

depending at what speed the car was traveling when the timing belt broke it could need a new engine



pistons, head , head gasket , skimming of the head , labour ,
